There was a Garmin update that is clearing users data. Enter your purchasing email again and the apps will unlock.
In the Garmin Utilites (Connect, Connect IQ Store and Express), disable the AutoUpdate of CIQ feature. The default is ON set to off. This will prevent unknown updates, that caused this to occur. Then you will be able to control the updates.
